The Views Women’s Golf Club (TVWGC) – Rules in effect 2020-2021

 

All competitions will be played according to the USGA rules of golf except as modified per the following approved local rules.  The use of rules E-2, E-3 and E-5 are approved with limitations as explained. 

• There is NEVER free relief when there is another condition that would render play unreasonable.  For example:  if your ball is under a cactus and you are standing on the cart path.  You do NOT get cart path relief.

• For a ball in/on an immovable obstruction in a Penalty Area the only relief available is Penalty Area relief.  This includes rip rock, cart paths, etc.

 

MODEL LOCAL RULES:

               

Model local rule B-3:  If after play from the # 1 Tee OR on the #9 fairway (yellow penalty area) there is a question whether or not the ball crossed the penalty area to the fairway or is playable in the wash area.

The player may hit a provisional ball using either stroke and distance or back on a line relief options.  Prior to hitting the second ball the player must announce he is hitting a provisional or otherwise clearly express her intent. 

If the original ball is found to be in play the provisional must be abandoned, if the original is found in the penalty area the player may play it as it lies or abandon the original and under a one stroke penalty proceed with the provisional. 

 

Model local rule E-1:  If a player’s ball is in a penalty area as an additional option for one penalty stroke the player may use a dropping zone.  The player does not have to stand in the DZ when dropping the ball, the ball must be dropped and remain within the DZ, if the DZ is marked by a white line that line is within the DZ.  Dropping zones are available for penalty area relief on holes #2, #7, #8, and #15. On hole #15 one may only use the DZ if your ball enters the penalty area pass the drop zone.  Note:  There is no longer a DZ on #9.  It is out of bounds by the chipping area along the cart path to the green.

 

Model local rule E-1.2:  On hole #15 the DZ may be used for free relief when the penalty area fence interferes with stance or swing as long as there are no other conditions that would render the play unreasonable.  For a ball lying on the cart path the player MUST first take relief under 16.1 for the cart path and then may take relief after the drop if there is interference from the penalty fence. 

 

Model local rule E-2:  Is in effect only when announced prior to the round.  The player is allowed to lift, clean and replace the ball anywhere in the general area when there is visible mud adhering to the ball.

 

Model local rule E-3:  Is in effect only when announced prior to the round.  The player is allowed to lift clean and place within one club length a ball which is in the general area and the grass is cut to fairway height or less.:

 

Model local rule E-5:  As an alternative to stroke and distance for lost ball or OB.  The point where the original ball is estimated to have come to rest or last crossed the edge of the course boundary is identified.  From there determine the nearest fairway edge NO CLOSER TO THE HOLE and drop on the fairway within two club lengths.  Penalty of 2 strokes.  This rule is NOT in effect for Tuesdays and all other league events.

 

Model local rule E-12:  When taking back on the line relief there is no additional penalty if a player plays a ball that was dropped in the relief area as required but came to rest forward of where it first touched the relief area as long as that point is within one club length of the relief area.

 

Model Local rule F-1:  Rip rock placed for drainage adjacent to cart paths are considered part of the cart path for relief purposes.  Rip rock placed for drainage in other areas is treated as an immoveable obstruction under 16.1  This includes hole #11 the sand wash to the right of the cart path as a continuation of the rip rock.  (In front of the yellow tees.)

 

There is rip rock on hole 13 at the bottom of the hill just off the cart path to the right.  This includes rocks running parallel and horizontal to the cart path.

 

Model local rule F-3.2:  Areas of damaged ground adjacent to the cart path are considered part of the cart path when taking relief.

 

Model local rule F-5:  The player may take relief under 16.1 for line of play if the obstruction is within two club lengths of the green and the ball is within 2 club lengths of the obstruction.

 

Model local rule F-11:  Large ant hills on the course are at the player’s discretion loose impediments and may be removed under Rule 15.1 or ground under repair from which relief is allowed under Rule 16.1. 

 

Model local rule F-17:  The area to the right of the 11th fairway by the 150 yard marker that is packed clay as a result of cart traffic and course maintenance traffic will be deemed an obstruction from which relief is available as described in rule 16.1 as long as there is no other condition making play of the ball as it lies unreasonable (it is in a bush or under a cactus etc).

 

Model local rule G-9:  If a player’s club is “broken or significantly damaged” during the round by the player or caddie, except in cases of abuse, the player may replace the club with any club under Rule 4.1b(4).
